These typically include diverting some young offenders from criminal justice process, a juvenile or youth court, and scope for this court to prescribe training, education, counselling, supervision, medication, and restoration, either instead of punishment or in addition to it (Smith, 2005). The governing principle for sentencing will be (rehabilitation). This means every possible avenue will be explored before giving a young person a custodial sentence. In ensuring this remains at the forefront of sentencing judges should use this outline when sentencing a young person. Although Rehabilitation is the main focus of this youth justice system, accountability, (Add something more here) †¦.. are also important factors in sentencing. In accordance with the suggestions from Smith (2005) this outline of sentencing principles and instructions set out for police officers, prosecutors and courts for sentencing youth in accordance with the Rehabilitation main principle. Mental health and victim impact statements In all cases involving youth a mental health assessment must be made because youth in the juvenile justice system experience substantially higher rates of mental health disorders than youth in the general population; a high percentage of youth in the juvenile justice system have a diagnosable mental health disorder; it is safe to estimate that at least one out of every five youth in the juvenile justice system has serious mental health problems; and many of the youth in the juvenile justice system with mental illness also have a co-occurring substance abuse disorder. (Cocozza Skowyra, 2000). This comes about after the Ashley Smith case, a teenage girl who killed herself while in custody while guards watched (Advocate, 2008). Also a victim impact statement, if provided will be looked at and considered when sentencing a youth Reduce the use of custody Reduce the number of custodial sentences. The youth justice system should reserve its most serious interventions for the most serious crimes (Barnhorst, 2004). Canadian laws have always allowed, or encouraged, discretion in responses by police and other to offending (Doob Sprott, 2004). This being said police officers and judges, and prosecutors will have the desertion to divert a young person out of the system and use an informal way. Police and prosecutors will have the following options when dealing with a young person: Taking no further action, informal warnings, cautions, and referrals to a community program or agency, and extrajudicial sanctions (Barnhorst, 2004). Extra judicial measures should be used if they are adequate to hold the youth accountable for his/her offending behaviour and may be used if a youth has previously been dealt with by extra judicial measure or has previously been found guilty of an offence (Barnhorst, 2004). First time non-violent offenders should be held accountable outside of the youth court. (Barnhorst, 2004). Accountability Hold the youth accountable for their actions. A sentence should hold the youth accountable for their actions in the least invasive way possible (Smith, 2005). In England there has been a shift over the past 15 years towards a new emphasis on an efficient and prompt response to youth offending (Smith, 2005). Youth should have their hearing/trial/sentences done within a reasonable amount of time in order to hold them accountable for their actions (Smith, 2005). To hold a youth accountable in a fair way for the offence he/she committed, courts should impose just sanctions that will hold the youth accountable and have meaningful consequences and measures that will promote the rehabilitation and reintegration of the youth into society (Barnhorst, 2004). Sentencing For many sentences we suggest that Restorative type programs be used instead of incarceration. The programs found to be most successful are those that directly address behaviour problems, using social learning approaches, teaching social and interpersonal skills as well as helping young people to perceive and think about their own and other people’s behaviour in a different way (Smith, 2005). Interventions with offenders in the community tend to have greater effects than those with offenders in institutions; these findings firmly establish that working with young people, especially using cognitive behavioural approaches based on social learning theory, can change their behaviour (Smith, 2005). There is a program in Lanark County in which youth who are facing barriers to employment can participate in this 6 month program that’s runs 5 days a week from 9 a.m. to 5 p.m. This program called Skills Link sets youth in the community offering training in many different areas of employment barriers, they youth are giving employable skills and are also given an allowance equal to the province minimum wage when they participate (Falls, 2014). A program such as this could help a youth who has committed a crime because of not being able to provide for themselves or their family and resort to theft or some kind of measure like that. The maximum sentence that can be imposed for a youth is 3 years. This sentence should be used only in extreme violent cases such as violent assault, sexual assault, murder, homicide etc. No youth should be sentenced as an adult in any circumstance. On top of a custodial sentence a judge may issue a probation period of no longer than 2 years. Should a youth become an adult while in custody the courts should re-visit the case and consider the youth and what he/she has done since being sentenced and determine if the young adult should continue their sentence in a minimum security setting within the adult system. Overall judges should take into account all factors and have discretion when sentencing youth within the guidelines outlined above. Part C: Case Studies CASE 2 Peter and John are angry at another student (Todd) for â€Å"ratting† on them about smoking weed on school property. They decide to get even with him and wait in a stairwell for him that is adjacent to his locker. When he arrives they punch him several times, when he falls to the ground, Peter kicks Todd three times in the face, breaking his nose. John steals his IPod which had fallen to the ground during the fight. The principle hears the commotion; the youths are caught and the police called. The boys are 15. In this case the police should refer Peter and John to a program for drug use, anger management and counselling. Todd should also be giving the option for counselling should this have a large impact on his schooling and/or life. Todd should write a victim impact statement for Peter and John to read and understand how this has affected Todd. John should have to pay/replace/give back the IPod that he stole. Once the boys have completed the programs/referrals the police should drop the charges completely. Should this be something Peter and John have a history of fighting/stealing more invasive measure should be used. This could include probation for a year with set check in dates and times with a youth counsellor/ probation officer. In this case a mental health assessment would be done and the programs the youth attend would reflect what was found in the mental health assessment (i.e. address underlying issues of their behaviours). This method should only be used if the two boys have a lengthy history of fighting/ stealing. Case 4 A young male (Bob Webren), 17 years of age, attempts to rob a convenience store with three of his friends. During the robbery, the 50 year-old owner of the store emerges from the storage room with a baseball bat and begins to beat one of Bob’s friends. Bob comes to the rescue of his friend and, during a struggle, stabs the owner in the stomach. The four young adults then flee the scene with $400.00 in cash. The store owner later dies in hospital from his wounds. Bob is eventually charged with armed robbery and second degree murder. During his trial, it is disclosed that Bob comes from a very poor family and is currently living on social assistance. He has no previous criminal record. School transcripts reveal that he had been doing very well in school until he was kicked out of his mother’s home and started to hang out with the â€Å"wrong crowd†. He argues that he only recently began to engage in robbery in order to provide financial support for his 13 month-old son that he fathered as a result of a common-law relationship. Bob’s legal aid attorney ask that these factors be considered during sentencing. In this case Bob the judge should consider the circumstances that lead Bob to the crime he committed. Also a mental health assessment would be done in order to assess the different areas in which Bob needs help. The store owner’s family should write a victim impact statement so Bob understand the extent of the choices he made and how those choices affected others. The maximum sentence that should be giving is 2 years in jail and 1 year of probation. While in custody Bob should be allowed to see his family and work. A program like Skills Link, mentioned above, would be beneficial to Bob and could lead to a job when he finished his sentence. Other programs may be useful as well and can be decided by court staff at the time of sentencing, based on the mental health assessment, the level of crime and the remorse shown as well as the specific conditions in which Bob finds himself. If Bob has good behaviour and does the required programs he could serve 9 months – one year and the rest of the time on probation. Counselling should be offered to Bob in order to discuss underlying issues and the outcome of his sentence and/or court procedures. If Bob serves his whole sentence then he will spend 1 year with a youth worker who will check in with him. Unlike probation Bob would not have to follow any specific guidelines, but the worker would be available to work with Bob should he have any issues while transitioning back into the society he committed the crime in. Should after the year/ when Bob becomes an adult, he could be transferred, at his request or by the request of his youth worker get a adult worker or outreach centre he could go should some new issue arise. History of Healthcare and Economics

This paper will discuss the history and evolution of healthcare economics and healthcare funding timelines. In the 21st Century healthcare has proven to be one the largest industries world. The healthcare industry has changed dramatically in the last hundred years. As changes and progression are examined, it becomes clearer that healthcare and the economy it has created, is an important part of American life. The way the funds flow in the healthcare system allows financial managers to track the money through the health care system. The initial flow of funds has drastically changed throughout the years. The economics of healthcare, â€Å"the study of how scarce resources are allocated among alternative uses for the care of sickness and the promotion, maintenance and improvement of health, including the study of how healthcare and health-related services, their costs and benefits, and health itself are distributed among individuals and groups in society†, according to The journal of Mental Health Policy and Economy (2006). There are records as early as the turn of twentieth century that show that healthcare providers charged for services including surgeries such as tumor removal, appendectomies and gynecological operations. Services may have been exchanged for items such as livestock, food items, or cotton. The patient or his or her family may have exchanged services for patient care. No form of health care insurance was available; prices were not set by any organization or person. Physicians of the early twentieth century were tradesmen and essentially businessman. Patients paid the full price for the medical services offered by the physician. According to PBS (n. d. ), in the 1910’s some reformers argue that there should be some sort of health insurance. Although the idea seemed to have some support, many physicians and other interest groups did not approve. War World One took place in 1917 and for the moment healthcare reform was put on the back burner. The lack of technology and inadequate health centers raise the amount of cost needed for medical care. The current economic and war state of the country took priority over healthcare reform. General Motors offers life insurance for 180,000 workers through Metropolitan Life. The same time doctors’ wages increased. During the Great Depression, it became apparent that there should be some sort of benefits for individuals as they reached retirement age. Instead of health insurance, the Social Security Act was passed. During the Roosevelt Administration, many reformers pushed for health insurance again, but conflicts within the country once again pushed for health care insurance. Blue Cross started offering private insurance for hospital care in many states even though it was considered a bad idea by many insurance professionals. Companies began offering health benefits to compete with other employers. This idea has sparked the employer-based system that is used by employers today. As the Korean War approached, healthcare reform was once again a low priority. The government established a policy that would make the federal government responsible for sick poor. Many people in 1950’s can no longer afford health care insurance, especially those who do not work. The price of hospital care doubled. President Johnson signs Medicare and Medicaid into law. During the 60’s, more than 700 insurance companies are selling health insurance. During the 1980’s Medicare begins charging insurance by the diagnosis and not the treatment of the patient. Technology, vaccinations, medications, and a rise in hospital expenses raise healthcare costs tremendously. Medicare’s high expenditure rates and rapid inflation of the economy also affected the higher cost of healthcare. Health care has seen many changes over the past years, but all the changes have created the health care system and the economics of the system to this point. As the gross domestic product (GDP) , which is the total market of healthcare, started to increase annually, the private sectors of healthcare, government controlled entities, and insurance companies profit and change policies, which in turn increases the (GDP). An increase in population, aging population and communicable diseases such as Hepatitis, HIV, AIDS, and Tuberculosis has increased the cost of health care even in recent years. Small deductibles, low copayments, and employer-based healthcare insurance have molded the idea in many patients’ minds that the patient should use medical services often to â€Å"get what they pay for. † This has created an imbalance of supply and demand. There are numerous reports that there is a shortage of providers. Rapid training of Physician Assistants and Nurse Practitioners are being educated and trained to help fill the gap of the numerous amounts of patients that need medical attention. The elasticity in health care has forced changes to be made in healthcare billing and insurance. The increased amounts of patients that need medical attention have increased the amount of providers needed. The increased costs of healthcare, technology, research, drugs, and lack of funds available for Medicare have forced a price increase for patients. Many employers find it more difficult to provide costly insurance to employees. Elasticity of services might normally demand a decrease in price, but prices have been inelastic in nature. Elasticity can also have a direct impact on when the government intervenes to set a fair price for services according to Tutor2U (2006). The insurance companies play a huge role in determining the amount of money that is needed for medical care. Supply and demand differ so greatly in the health care community than any other service or industry, making supply and demand a very different story than simply buying milk or a computer. Microeconomics deals with the insurance companies and other health care related aspects that are affected by the economy fall into a more specific category known as microeconomics. As the whole economy changes, families, patients and individuals must choose to make decisions based on the economy. Healthcare decisions within communities and household are examples of microeconomics. As advances in healthcare are introduced, government regulations are introduced and the economy faces multiple challenges in the future, healthcare will likely see more changes to come.

How Quantum Levitation Works

Some videos on the internet show something called quantum levitation. What is this? How does it work? Will we be able to have flying cars? Quantum levitation as it is called is a process where scientists use the properties of quantum physics to levitate an object (specifically, a superconductor) over a magnetic source (specifically a quantum levitation track designed for this purpose). The Science of Quantum Levitation The reason this works is something called the Meissner effect and magnetic flux pinning. The Meissner effect dictates that a superconductor in a magnetic field will always expel the magnetic field inside of it, and thus bend the magnetic field around it. The problem is a matter of equilibrium. If you just placed a superconductor on top of a magnet, then the superconductor would just float off the magnet, sort of like trying to balance two south magnetic poles of bar magnets against each other. The quantum levitation process becomes far more intriguing through the process of flux pinning, or quantum locking, as described by Tel Aviv University superconductor group in this way: Superconductivity and magnetic field [sic] do not like each other. When possible, the superconductor will expel all the magnetic field from inside. This is the Meissner effect. In our case, since the superconductor is extremely thin, the magnetic field DOES penetrates. The Meissner Effect Lets think about what a superconductor really is: its a material in which electrons are able to flow very easily. Electrons flow through superconductors with no resistance, so that when magnetic fields get close to a superconducting material, the superconductor forms small currents on its surface, canceling out the incoming magnetic field. The result is that the magnetic field intensity inside  of the surface of the superconductor is precisely zero. If you mapped the net magnetic field lines it would show that theyre bending around the object. But how does this make it levitate? When a superconductor is placed on a magnetic track, the effect is that the superconductor remains above the track, essentially being pushed away by the strong magnetic field right at the tracks surface. There is a limit to how far above the track it can be pushed, of course, since the power of the magnetic repulsion has to counteract the force of gravity. A disk of a type-I superconductor will demonstrate the Meissner effect in its most extreme version, which is called perfect diamagnetism, and will not contain any magnetic fields inside the material. Itll levitate, as it tries to avoid any contact with the magnetic field. The problem with this is that the levitation isnt stable. The levitating object wont normally stay in place. (This same process has been able to levitate superconductors within a concave, bowl-shaped lead magnet, in which the magnetism is pushing equally on all sides.) In order to be useful, the levitation needs to be a bit more stable. Thats where quantum locking comes into play. Flux Tubes One of the key elements of the quantum locking process is the existence of these flux tubes, called a vortex. If a superconductor is very thin, or if the superconductor is a type-II superconductor, it costs the superconductor less energy to allow some of the magnetic field to penetrate the superconductor. Thats why the flux vortices form, in regions where the magnetic field is able to, in effect, slip through the superconductor. In the case described by the Tel Aviv team above, they were able to grow a special thin ceramic film over the surface of a wafer. When cooled, this ceramic material is a type-II superconductor. Because its so thin, the diamagnetism exhibited isnt perfect ... allowing for the creation of these flux vortices passing through the material. Flux vortices can also form in type-II superconductors, even if the superconductor material isnt quite so thin. The type-II superconductor can be designed to enhance this effect, called enhanced flux pinning. Quantum Locking When the field penetrates into the superconductor in the form of a flux tube, it essentially turns off the superconductor in that narrow region. Picture each tube as a tiny non-superconductor region within the middle of the superconductor. If the superconductor moves, the flux vortices will move. Remember two things, though: the flux vortices are magnetic fieldsthe superconductor will create currents to counter magnetic fields (i.e. the Meissner effect) The very superconductor material itself will create a force to inhibit any sort of motion in relation to the magnetic field. If you tilt the superconductor, for example, you will lock or trap it into that position. Itll go around a whole track with the same tilt angle. This process of locking the superconductor in place by height and orientation reduces any undesirable wobble (and is also visually impressive, as shown by Tel Aviv University.) Youre able to re-orient the superconductor within the magnetic field  because your hand can apply far more force and energy than what the field is exerting. Other Types of Quantum Levitation The process of quantum levitation described above is based on magnetic repulsion, but there are other methods of quantum levitation that have been proposed, including some based on the Casimir effect. Again, this involves some curious manipulation of the electromagnetic properties of the material, so it remains to be seen how practical it is. The Future of Quantum Levitation Unfortunately, the current intensity of this effect is such that we wont have flying cars for quite some time. Also, it only works over a strong magnetic field, meaning that wed need to build new magnetic track roads. However, there are already magnetic levitation trains in Asia which use this process, in addition to the more traditional electromagnetic levitation (maglev) trains. Another useful application is the creation of truly frictionless bearings. The bearing would be able to rotate, but it would be suspended without direct physical contact with the surrounding housing so that there wouldnt be any friction. Quantum Levitation in Popular Culture While the initial YouTube video got a lot of play on television, one of the earliest popular culture appearances of real quantum levitation was on the November 9 episode of Stephen Colberts The Colbert Report, a Comedy Central satirical political pundit show. Colbert brought scientist Dr. Matthew C. Sullivan from the Ithaca College physics department.
